In January 2007, the Board of Directors and members-at-large met to recast the Association's long-range strategic direction. The group also determined the Association's core purpose:
"To represent and advance campus public safety."
This is a list of the accomplishments of the past year.
2009-2010 ACCOMPLISHMENTS
Advocacy
1. Coordinated a day of meetings on November 5, 2009, with federal agency officials from the Department of Justice’s Bureau of Justice Assistance, the Federal Bureau of Investigation, the Office of Violence Against Women, the Office of Victims of Crime, the Office of Community Oriented Policing Services, the Department of Education’s Office of Safe and Drug-Free Schools, and the Department of Homeland Security. The purpose of these meetings was to educate these agencies about IACLEA’s public policy priorities and to learn about grant opportunities and services these agencies provide to campus public safety agencies. (Goal B)
2. Sponsored the third annual Capitol Hill Day on March 18, 2010 to brief Members of Congress on legislation of significance to campus public safety agencies. Recognized U.S. Sen. Richard Durbin, D-Illinois, with the Congressional Champion Award for his staunch support of campus public safety and his advocacy for increased funding for new campus safety initiatives. (Goal B)
3. Conducted a one-day grant writing workshop on March 17, 2010 in Washington D.C. to educate members on how to submit successful applications for federal grants. (Goal B)
4. Participated as one of 22 voting members of the Negotiated Rulemaking Panel at the U.S. Department of Education to craft regulations implementing new Clery Act and related provisions of the Higher Education Act to be reflected in reports due October of 2010. (Goal B)
5. Successfully advocated for the first Congressionally-directed grants to fund campus programs in emergency management and public safety, which became law in December of 2009. (Goal B)
Collaboration/Public Relations
1. Collaborated with the Police Executive Research Forum (PERF) on a joint grant application to the U.S. Department of Justice, Bureau of Justice Statistics, to conduct the 2010 Survey of Campus Law Enforcement Agencies. (Goal C)
2. Drafted a chapter on Campus Security for the updated Body of Knowledge book published by the Association of Physical Plant Administrators (APPA-Leadership in Educational Facilities). (Goal C)
Homeland Security
1. Managed a comprehensive curriculum revision process working in cooperation with the Texas Engineering Extension Service (TEEX), based at Texas A&M University, to develop a three-day course, “Managing Critical Incidents for Higher Education Institutions: A Multi-disciplinary, Community Approach.” TEEX is a member of the National Domestic Preparedness Consortium, a DHS entity charged with developing and delivering high quality training programs for emergency responders. The process was supported by DHS grant funding. (Goal A)
2. Conducted three pilot deliveries of the course, “Managing Critical Incidents for Higher Education Institutions: A Multi-disciplinary, Community Approach,” and sponsored a train-the-trainer session from Nov. 30-Dec. 4, 2009, for 32 instructors who will be teaching the new course. (Goal A)
3. In February 2010, submitted the course, “Managing Critical Incidents for Higher Education Institutions: A Multi-disciplinary, Community Approach,” to DHS/FEMA for certification. (Goal A)
Web Site
1. Developed and launched a major new online member service called IACLEA Connections. This service includes an online directory to facilitate networking among members, an eGroups module to allow IACLEA committees and other large groups to discuss topics and post resources, and a Resource Library, where members can post topic-based resources which are then archived and organized for easy retrieval. (Goal A)
2. Created an online Directory of Members that is updated monthly and searchable. This has replaced the printed Directory. (Goal A)
3. Developed a Corporate Partners marketplace section on the web site, with detailed information about the products and services offered by IACLEA’s Corporate Partners. (Goal A
Membership
1. Initiated an update of our membership recruitment materials to reflect the addition of new member services such as IACLEA Connections, the online social networking and collaboration service. (Goal A)
2. Maintained membership levels at 2,079 total members, including 1,229 Institutional Members as of February of 2010, despite significant economic challenges. (Goal A)
Education
1. Co-sponsored with the National Association of College and University Business Officers (NACUBO) a webcast on July 7, 2009, on the topic, “Changes to Campus Safety Rules,” focusing on key changes to the Clery Act adopted as part of the Higher Education Opportunities Act (HEOA). A total of 256 members of IACLEA and NACUBO registered for this webcast. (Goal A)
2. Co-sponsored with the National Association of Campus Card Users (NACCU) a webcast on October 27, 2009, on the topic, “Building a Campus Card System.” More than 40 members of both associations registered for the webcast. (Goal A)
3. Participated as a sponsor of the Council on Law in Higher Education (CLHE) webcast on Oct. 22, entitled, The New Federal Campus-Safety Requirements: From Fire Safety, Clery, to Notifying Parents of Emergencies under FERPA. (Goal A)
4. Initiated a partnership with the Northwestern University Center for Public Safety as the host of the 2010 Executive Development Institute, scheduled for July 26-28, 2010.
Financial
1. Continued with the implementation of the Strategic Program Assessment Process by putting into place cost-saving measures to reduce printing and mailing costs by disseminating PDF versions of print brochures and board meeting agendas.

2. Signed three new Corporate Partners and renewed agreement with two others. (Goal D)
3. Secured a $50,000 grant from the Motorola Foundation to support scholarships to
eligible minority group members to attend the Executive Development Institute. (Goal D)
4. Reduced the size of the New Member Packet mailings, resulting in savings in postage. Converted to an electronic PDF version of the Dues Acknowledgment Packets, saving printing and postage. (Goal D)
5. Identified new vendors for teleconference and web/audio services at a reduced cost.

Accreditation
1. Continued successful marketing of joint accreditation program for CALEA accredited agencies. (Goal A)
2. Adopted new and revised standards to ensure that the accreditation process and its benchmarks remain relevant, contemporary and challenging. (Goal A)
3. Entered into discussion with United Educators to encourage the provision of a financial incentive for agencies to become accredited. (Goal A)
Other
1. Completed a major research project and white paper on campus public safety staffing considerations in achieving a community policing mission under a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office). (Goal A)
2. Published a white paper by the Security Technologies Task Force on Closed Circuit
Television (CCTV) uses and considerations in selecting a vendor and implementing a CCTV plan on a college campus. (Goal A)
3. Published a white paper by the Security Technologies Task Force on the selection of an Emergency Notification and Warning System. (Goal A)
4. Published a white paper by the Envisioned Future of Campus Public Safety on some of the major trends and future policy considerations for campus public safety agencies. (Goal A)
