Fellowship
BACKGROUND:
The International Association of Campus Law Enforcement Administrators (IACLEA)
represents over 1,200 higher education institutions. The Association represents
the interests of sworn and non-sworn, armed and unarmed, two year and four
year, private and state, campus law enforcement, campus security, and campus
public safety agencies. IACLEA's core purpose is "To represent and promote
campus public safety."
In November 2004, the U.S. Department of Justice, Office of Community Oriented
Policing Services (COPS Office) supported a groundbreaking National Summit
on Campus Public Safety. This Summit provided an unprecedented opportunity
for collaboration in considering more than 20 key campus public safety issues.
Summit delegates recommended establishing a national center for campus public
safety to support the profession through collaboration, information sharing,
policy development, model practices, research, and other initiatives.
POSITION:
The individual selected for this Fellowship will work with an Advisory Panel,
still to be appointed, to further clarify and establish priorities identified
at the 2004 National Summit and contained in the Summit's final report. The
Fellow will work with the Advisory Panel, professional associations, and
government agencies that support campus public safety to develop a strategic
plan for addressing these priorities. Following the development of the strategic
plan, the Fellow will work with the Advisory Panel to translate this plan
into a set of tasks and functions to be carried out by the National Center,
along with a business and development plan for securing funding for the Center.
Finally, the Fellow will produce a prototype CD that could include model
agreements outlining the relationship between campus public safety departments
and outside agencies, model emergency operations plans, effective departmental
policies, training programs, supervisory techniques, etc.
The Fellowship is
being supported by a COPS grant to IACLEA, with $50,000 budgeted for this
twelve month, part-time, position. The successful candidate will be an independent
contractor and may work from their current location. Some travel will be
required.
KNOWLEDGE, SKILLS AND ABILITY:
Prior significant experience in strategic planning, including identifying
key issues and relationships relevant to achieving long-range goals; demonstrated
experience in building relationships and collaborating with others; ability
to guide an Advisory Board; and ability to use interpersonal styles and techniques
to gain consensus on ideas and plans.
MINIMUM HIRING REQUIREMENTS/PREFERENCES:
Bachelor's degree or equivalent in education and experience; understanding
of campus public safety and knowledge of current issues and challenges; experience
in project management; experience in developing a business and development
plan; ability to organize and conduct meetings; ability to make presentations
and to prepare clear and comprehensive written reports.
