DEPARTMENT OVERVIEW

 

The Office of Systemwide Community Safety engages across the university to implement practices that improve consistency, transparency, accountability and demonstrate a community-oriented approach to safety and security. This office directly supports the full implementation of the UC Community Safety Plan.

 

POSITION SUMMARY

 

The Associate Director, Office of Systemwide Community Safety will establish operational objectives and workplans to provide direct oversight, coordination and monitoring of the implementation of the UC Community Safety Plan and the continuous improvement of community safety across the University of California system. These elements are reviewed by senior leaders, including the Director of Systemwide Community Safety, UC Chief Operating Officer, and UC President.

 

Released in August 2021, the UC Community Safety Plan represents a transformational change for UC toward a more data-driven, service-oriented, community-centric approach to campus safety. Under this new model, a multidisciplinary team of mental health professionals, campus police, social service providers, police accountability boards and other personnel will work together to prioritize the wellbeing of the entire UC community. This reimagined structure will ensure that the most appropriate responders are deployed to meet our community's specific needs with tailored care, resources and services.

 

In addition, the Associate Director will be responsible for the continuous improvement and implementation of practices that improve the consistency, transparency, accountability and community - oriented approach to safety and security at UC. This includes implementing recommendations from the Vehicles, Uniforms, and Equipment Workgroup and also the Community Safety Data Dashboard Workgroup, and driving demonstrable progress on the strategic priorities of the Office of Systemwide Community Safety. Additionally, this includes being responsible for managing, preparing, and directing the control of the budget of the Office of Systemwide Community Safety; developing and executing policies that affect immediate operations across the UC system and that also impact programs external to the University.

 

The Associate Director will frequently work with senior and executive leadership, faculty, students, staff, chiefs of police, campus and systemwide legal counsel, campus compliance officers, risk services, student health and wellness, student affairs, Title IX officers, human resources and others across the University to achieve results. The position reports directly to the Director of Systemwide Community Safety at the Office of the President.

 

Responsibilities

 

Responsible for maintaining the operational and administrative functions relating to systemwide implementation of the UC Community Safety Plan and the Office of Systemwide Community Safety. Oversees the development and implementation of guidelines, policies, and procedures to ensure compliance, improvement and follow-through. For example, this includes serving as the chief liaison for the reporting of campus implementation progress, the development and maintenance of community safety policies (i.e. University-wide Police Policies And Administrative Procedures) that affect the immediate operations of UC locations, and the community safety data dashboard.

Involved in the developing, modifying and executing of polices, projects, and programs through collaboration and consultation, strategic planning, and project management on highly complex community safety issues for the achievement of strategically aligned solutions. For example, this includes convening and participating in systemwide meetings and workgroups, understanding best practices, and planning a primary service providers conference every two years by managing subordinate staff.

Manage the Office of Systemwide Community Safety communications, partnering with colleagues in the Division of External Relations and Communications, to build awareness and understanding of UC's work relating to community safety. Supports developing updates and talking points for UC leadership relating to Community Safety. Provides direction to subordinate staff.

Exercises independent judgment in selecting and developing methods, techniques and evaluation criteria to achieve continuous improvement and organizational effectiveness across the University's commitment to community safety. For example, this includes consulting with experts on the development of standards for training, policy updates, police accountability and accreditation. If incorrect judgement is applied, negative institutional impacts may occur to UC.

Regularly interacts with UCOP and campus senior management and executive leadership and external stakeholders on matters relating to community safety. Develops and presents complex proposals on a broad range of issues by conducting highly complex analysis. This includes sophisticated analyses of policy, operational, compliance, and administrative issues affecting community safety. For example, manages and coordinates the writing of reports and the development of materials for multiple groups, including UC senior leadership, the Office of the President, the UC Regents, and external stakeholders.

Required Qualifications

 

• At least 8 years of related work experience.

• Demonstrated understanding, and experience working with, individuals representing a wide range of diverse backgrounds and all functional levels of a university, from students to executive leadership.

• Advanced knowledge of functional area of university community safety programs, research, and issues.

• Experience leading high impact projects and initiatives, and the ability to change the thinking of, or gain acceptance of, others in sensitive situations.

• Excellent written and verbal communication skills, including the ability to clearly communicate complex information to different audiences and to leverage data to tell a story.

• Ability to multi-task, use discretion, and maintain all confidentiality.

• Ability to manage stakeholder expectations through clearly defined objectives and focused execution against plans.

• Ability to work independently in a fast-paced environment, as well as work collaboratively.

• Knowledge of administrative policies, practices, and systems to implement changes.

 

Preferred Qualifications

 

• Familiarity with holistic models of community safety/policing/mental health/student wellness.

• Understanding of shared governance at the University of California.

• Experience with audit and compliance practices.

• Experience with third-party accreditation (e.g., IACLEA).

• Experience with higher-education institutions and/or hospital/public health environments.

 

Education

 

• Bachelor's degree in related area and / or equivalent experience / training

 

SALARY AND BENEFITS

 

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.

 

Pay Scale and budgeted salary: $135,000 - $151,000 annual commensurate with skills/experience.

 

Salary offers are determined based on final candidate qualifications and experience
