Reporting directly to the Executive Director of Facilities & Safety the Director – College Safety leads and manages staff at all Mercer County Community College sites in support of physical security and safety processes, protocols and systems. Exercises supervision, management and control over door access (electronic and key actuated), CCTV (operations and records management), notification and alert systems, asset tracking, patrol tours (Guard Track) and other security related enhancements that are designed to deliver an effective, efficient, safe and healthy environment for education. In addition, this role is responsible for overseeing the training function and for staff proficiency and efficiency. Further, this role is assigned and works in conjunction with the team to conduct investigations, inquiries and other fact finding initiatives and strategies to further the College and Department’s mission and goal attainment.
The following duties and responsibilities are assigned. This list is not designed to be exhaustive, the Director may be assigned and responsible for other duties and tasks as assigned.
Access Control
- Maintains efficient and effective operations of access control technology and key actuated systems.
- Maintains files and records for access control and manages keys and other access control protocols.
- Works with Facilities staff, to maintain and perform periodic and advanced operational and service intervals on all access and security control devices.
- Documents, provides research, prepares reports, furnishes cost and creates/maintains project schedules to deliver improvements and replacements needed to maintain levels of safety and security.
- Monitors use, trending and end-user needs to determine expansion, enhancements and new technology demands; makes recommendations and provides cost benefit analysis on an ongoing basis.
- Provides training on repeating intervals and manages the proficiency levels of College Safety and Facility personnel; maintains and measures accountability of staff/personnel.
- Provides college wide-training to enhance safety and efficiency and generates reports that gauge/measure the various needs and use associated with the many systems.
- CCTV
- Assists Supervisors and Managers and works with staff to maintain efficient and effective monitoring and data file storage protocols including recordings, archiving, retrieval and overall system and network security protocols in accordance with College, local, Municipal, County and State and other relevant/pertinent policies, procedures, rules, regulations and laws.
- Maintains operating systems at all locations and works with IT and other internal and external service and support providers to maximize system efficiency and utility.
- Maintains personal and unit proficiency on CCTV and related technology.
- Assists with purchasing/procurement on operating maintenance, upgrades and advancements to CCTV systems.
- When authorized, assists and works with other College staff and personnel, local authorities, compliance Officers, etc. to refine and share information as requested and/or necessary.
- Assists and maintains proficiency with installation, testing, troubleshooting, system design and other aspects of physical placement and service on equipment.
- Maintains system integrity and confidence at all times. Provides information, files, video footage, etc. when authorized and requested to further investigations and inquiries into events.
- Provides instruction, on-going In-service training and assists staff/faculty to optimize the use of technology and achieve maximum efficiencies.
- Maintains and routinely works to improve intra and inter agency/division operations, communications and levels of cooperation.
- Establishes and maintains archives and handles filing/release mechanisms (when expressly authorized) for the proper exchange and release of information.
- Notification Networks and Alert Systems
- Assists Supervisors and Managers, college-wide, and works with staff to maintain efficient and effective Alert and General messaging system information and source materials, including records, archiving, retrieval and overall system and network security protocols in accordance with College, local, Municipal, County and State and other relevant/pertinent policies, procedures, rules, regulations and laws.
- Maintains Mass Notification and Alert System service levels and operational effectiveness college-wide.
- Maintains personal and unit proficiency on notification and alert systems and protocols.
- Establishes and maintains pre-formatted / pre-approved message libraries to provide effective and efficient notifications.
- Assists with the logistics of sending messages, alerts and archiving / retrieval operations.
- Staff Tracking and Related
- Maintains college-wide staff performance and overall efficiency of operations with respect to electronic and other automated tracking and accountability measures in addition to general life, health and safety training and levels of proficiency.
- Manages orientation training and conducts In-Service refresher training where scheduled and needed to insure staff proficiency and compliance.
- Maintains equipment and inventory of devices to insure optimal coverage, efficiency in operation and staff/asset protection.
- Maintain relevant and required information on crime, fires and other reportable events/incidents through practices like Clery; Cunningham-Ruiz notifications and the annual crime report (statistical data).
- Completes all other duties and tasks as assigned
Required Qualifications:
- Bachelor’s degree standing in Criminal Justice, Security or Safety fields.
- Must remain proficient and manage compliance with OSHA/EPA standards on occupational safety, life/health and safety and use personal protective equipment as recommended and at all times.
- Must remain accessible and available and maintain a high level of confidentiality at all times.
- Demonstrated knowledge of fire alarm, CCTV, alarm and automatic fire suppression systems; industrial hygiene and safety systems and apparatus required.
- Must be available to respond to all emergency situations including after hours, on weekends and holidays. Compensatory time for pay and/or other time off benefits consistent with the current/prevailing bargaining agreement language will be afforded.
Preferred Qualifications, Knowledge & Skills:
- Minimum of 10 years of professional experience in supervisory/managerial role in Security /Safety related employment are preferred.
- Consideration will be given to individuals with technical certifications and or related. experience in management and/or security safety based technology.
- Must possess and maintain drivers’ privileges in NJ at all times during employment.
- The selected candidate must successfully pass a background check and remain SORA Compliant/Certified.
