Presenter Bios:
Bob Mueck has been the Director of Public Safety at St. John’s College in Annapolis, Maryland, since September of 2015. There he oversees the operations of the Office of Public Safety, which includes Emergency Management. Bob retired as a Captain from the University of Maryland Police in College Park after serving 29 years, serving in his final years as the Police Academy Director and Emergency Manager. In that time, Bob brought created a robust active shooter program for the officers, which included response to alarms at the nuclear research reactor on the campus. He spent over a year as the training coordinator for the George Washington University Police and the Consortium of Universities of the Washington Metropolitan Area, where he ran numerous training programs at the basic and advances levels. Bob is an Adjunct Professor in Homeland Security and in Public Safety Administration for the University of Maryland University College. He is also an adjunct instructor for TEEX (Texas A&M University), where he teaches Critical Incident Response and Emergency Management. Bob is a member of the Active Assailant Interdisciplinary Workgroup for the Office of the Governor in Maryland, and a member of InfraGard, where he previously served as the Chair of the Physical Threat SIG and the program coordinator of the Maryland Chapter (IMMA).
Mike Clesceri is presently the Associate Vice President of Public Safety and Chief of Police for McHenry County College Police Department located in the Greater Chicago area. He has 30 years in law enforcement in Greater Chicago and Southern California. He presently serves as a member of the McHenry County Sheriff’s Department SWAT team, and is a member of several multi-jurisdictional collaborative efforts including, tactical training, complex planning and communication interoperability. He has presented on active shooter awareness and response, major narcotic investigations, and advanced tactical planning. Mike has worked a number of assignments including: major narcotics; Asian organized crime; gang CAP and gang homicide investigations; organized crime/intelligence; and officer-involved shooting team.
Mike received his Executive Juris Doctor of Law Degree from Concord Law School of Purdue University, and has a Bachelor’s Degree in Business Management. He is a graduate of Northwestern University School of Police Staff & Command, Harvard Kennedy School for Crisis Leadership for Higher Education in Cambridge, MA, Southwest FBI Command College, and FEMA Department of Homeland Security on Complex Coordinated Attacks in Emmitsburg, MD. He has participated in, and studied civil unrest issues, including the 1992 Los Angeles Riots, and more recently events of August 11/12 2017 in Charlottesville, VA.
