William F. Taylor of San Jacinto College Installed as 58th President of IACLEA

WEST HARTFORD, CT (July 16, 2015) William F. Taylor, Chief of Police at San Jacinto College in Pasadena, TX, was sworn in on July 2, 2015, as the 58th President of the International Association of Campus Law Enforcement Administrators (IACLEA) during IACLEAs 2015 Annual Conference & Exposition in Nashville, TN. Taylor has been a long-time member of IACLEA and has served on the IACLEA Board of Directors since 2008; two terms as Southwest Regional Director and as President-Elect this past year. Taylor was sworn in by outgoing President David L. Perry, Assistant Vice President for Safety and Chief of Police Florida State University. Taylor will serve a one-year term of office, commencing immediately. Prior to his role at San Jacinto College where he has served for nearly four years, he held positions as Chief of Police and Director of Public Safety at Rice University in Houston, Texas (1999-2011) and Chief of Police at Washington University in Saint Louis, Missouri (1993-1999).

Taylor also has municipal police experience, having worked with the Paradise Valley Police Department (1992-1993) and as the Chief of Police at the Arizona State Capitol (1989-1992).

His law enforcement career began at Arizona State University in 1972, following three years of service in the U.S. Army. He started working at the Arizona State University Police Department as a part-time police officer and soon became a full time police officer position in July of that year. While working at Arizona State, he was promoted to investigator, sergeant and lieutenant, while completing a Bachelor of Science Degree in Criminal Justice and a Masters Degree in Public Administration. He also attended the 134th Session of the FBI National Academy.

Taylor has continually been involved in law enforcement professional associations on the local, state, national and international levels. He is a past member of the Arizona Police Chiefs Association, the Missouri Police Chiefs Association, The Saint Louis Area Board of Governors (now Police Chief Association), and is currently a member of the Texas Police Chiefs Association (TPCA), serving in various leadership capacities with each of these groups.

He was the Vice President of the Missouri Association of Campus Law Enforcement Administrators (MACLEA), and has served as the President of the Texas Association of College and University Police Administrators (TACUPA) and the Houston Area Police Chiefs Association (HAPCA). He also served two terms as the General Chair of the University and College Police Section of the International Association of Chiefs of Police (IACP), and represented this group in the 1999 negotiated rulemaking for the 1998 changes to the Clery Act. He also represented the section in the curriculum design of the Clery Act Compliance Course developed by the Clery Center for Security on Campus and continues as a faculty member presenting this course for the Clery Center. Taylor has been a life member of the International Association of Chiefs of Police since 2003.

He was presented with Presidents Awards by the Texas Association of College and University Police Administrators in 2005 and 2009, and by the International Association of Campus Law Enforcement Administrators in 2008.

Taylor's previous roles with IACLEA include: Accreditation Commissioner, Chair of the Legislative Committee, Southwest Region Director, and Board Liaison to other various committees.

IACLEA is an association that advances campus public safety for its more than 1,100 educational institution members and 1,800 individual members by providing educational resources, advocacy, and professional development services.
