Meet Newly Elected IACLEA Board Members

IACLEA congratulates the following Association leaders on being elected to the Board of Directors. Each will start his or her term at the installation ceremony on July 2, 2018, in Orlando, Florida as part of the 2018 IACLEA Annual Conference

President-Elect (2018-2021): John Vinson, University of Washington

Assistant Vice-President for Student Life/Chief of Police John Vinson has led the University of Washington Police Department (UWPD) as Chief of Police since February 2009. The triple accredited (IACLEA, CALEA, WASPC) UWPD provides comprehensive public safety and police services to a campus daytime population of 72,000 in an urban environment. Under Chief Vinson’s leadership, the UWPD has developed and implemented strategic initiatives in community policing, organizational efficiency and proactive policing strategies.

With over 24 years of law enforcement experience, Chief Vinson holds a Ph.D. in Public Administration from Western Michigan University and is a graduate of the FBI National Academy. Along with his extensive varied law enforcement experiences, Dr. Vinson is an adjunct faculty member teaching leadership and management courses in the Masters of Public Administration Program at Central Michigan University. He is also currently an adjunct faculty at Seattle University and has instructed courses at Western Michigan University, Kirtland Community College and Montcalm Community College. As a member of Seattle University adjunct faculty, Dr. Vinson was one of the co-investigators on a research project titled “Evaluation of the Washington State Criminal Justice Training Commission’s “Warriors to Guardians” Cultural Shift and Crisis Intervention Team (CIT) Training. He and other members of the research team presented their initial findings at the International Academy of Law and Mental Health Conference in Vienna, Austria in July 2015 and additional findings in Prague, Czech Republic, July 2017.

Dr. Vinson has conducted numerous leadership and related law enforcement seminars and workshops for management, supervisory, support staff and customer service employees. Other experience includes being directly responsible for and working with other public and private agencies in the areas of strategic planning, organizational analysis and efficiency studies, leadership development, team building and change facilitation.

Chief Vinson’s professional affiliations include active membership in the International Association of Campus Law Enforcement Administrators (IACLEA), the International Association of Chiefs of Police (IACP), the National Association of Black Law Enforcement Executives (NOBLE), the Washington Association of Sheriffs and Police Chiefs (WASPC), and the King County Police Chief’s Association (KCPCA). He is on the executive board for IACLEA, serving as the Director at Large.

He is also currently the General Chair of the IACP University and College Police Section, which serves on the board of directors for the IACP.

Canadian Regional Director (2018-2021): Director Pat Patton, University of Regina

Director, Security and Operations, University of Regina 1996 – present

Pat Patton started her career as a Patrol Officer in 1986 for Campus Security at the University of Saskatchewan in Saskatoon, SK. In 1996, Pat moved to the University of Regina and has overseen the development of Campus Security from a few part-time contract officers to a 24/7 operation with 16 staff and a Manager of Campus Security operations.

In 2012, Pat was named the Director, Security and Operations, taking on additional responsibilities in Facilities Management. She continues in her roles as the key developer of security-related policy on campus as well as a key participant in strategic initiatives across campus including policy development for alcohol management, development of an Early Intervention Team and the co-chair of the “Man Up Against Violence” movement.

Pat holds a Diploma in Justice Administration from Mount Royal University in Calgary, AB.  She is certified as a Crime Prevention Practitioner and is certified in Crime Prevention through Environmental Design (CPTED), Incident Management and University and College Administration.  A long-time active member of IACLEA, Pat has participated various committees is presently the Canadian representative on the IACLEA Board. In 2016, Pat was named an Outstanding Alumnus from Mount Royal University and in 2017 received the IACLEA Administrative Excellence Award.

Director-at-Large (2018-2021): Yvonne Meyer, Aurora University

Yvonne Meyer is currently the co-chair of the International Association of Campus Law Enforcement Administrators (IACLEA) Membership Development Committee and has been an active member of IACLEA since 2007. Her past committee work includes serving as a member of the: Membership Development Committee, Two-Year Institutions, and the Awards and Recognition Committee.   In 2007 she was awarded the IACLEA Award for Merit. 

Presently, Chief Meyer is the Senior Director of Public Safety/Chief of Police for Aurora University in Aurora, IL.  She has worked for several colleges and universities over the past 15 years.  This work has provided her with a wide breadth of knowledge as well as the ability to increase her depth of understanding in the concerns of our campus communities 

Chief Meyer began working in emergency services in 1994, but made the transition to Police Officer after attending the Illinois State Police Academy in 2003. She obtained her Bachelor degree in Public Safety Management and earned her Master of Public Administration soon afterward.  She worked her way up the ranks while working at Parkland College in Champaign, IL and graduated from the Northwestern University’s – Center for Public Safety School of Police Staff and Command in 2010. In 2013 she took on her first role as a Chief when she was named the Chief of Public Safety at Cape Cod Community College in Barnstable, MA. She successfully transitioned the department from a security department to a recognized Special State Police Department before moving back into the Mid-America Region.

During her tenure at every position in various states, Chief Meyer has always looked to IACLEA and the networking within the organization to assist her in her success.  Chief Meyer looks forward to expanding her role within IACLEA and putting her personal work experiences, and campus law enforcement knowledge to work for the organization and its membership.

Director-at-Large (2018-2019): Paul Dean, University of New Hampshire

Paul H. Dean is the Chief of Police and Assistant Vice President for Public Safety and Risk Management for the University of New Hampshire. Chief Dean is a 33 year veteran of law enforcement and holds a Master’s of Science in Leadership and, Bachelors of Science with honors in Criminal Justice Management from Granite State College. Chief Dean is a graduate of the 186th Session of the FBI National Academy in Quantico, VA and The Babson College Command Officer Training program in Wellesley MA.

Chief Dean serves as an adjunct instructor for the Great Bay Community College-Criminal Justice and Homeland Security Program and, the University of New Hampshire Homeland Security Program. Chief Dean served as an adjunct instructor for Texas A&M Engineering Extension Service (TEEX) in collaboration with the International Association of Campus Law Enforcement Administrators Homeland Security Program, as an instructor in terrorism and emergency management related issues. 

Chief Dean is the chairperson of the IACLEA Homeland Security & Domestic Preparedness Committee and, the IACLEA Accreditation Committee.

Chief Dean is the President of the New Hampshire Campus Law Enforcement Administrators Association, Executive Board member of the NH Chiefs of Police-Strafford County Representative, Advisory Board member of the FBI National Academy in Quantico VA and, The United States Department of Homeland Security State, Local, Tribal, and Territorial Government Coordinating Council and, Executive Board member of the NH Joint Terrorism Task Force.

Chief Dean serves on numerous committees at the University of New Hampshire, to include the Student/Faculty/Staff Behavioral Intervention Teams, Campus Climate Task Force, Transportation Safety and, Chairs the University Emergency Group. 

Chief Dean is the recipient of the 2012 Granite State College Presidents’ Leadership award, 2013 Great Bay Community College Presidents’ outstanding adjunct Faculty award, 2014 NH Homeland Security award, 2015 LiveSafe Campus Hero award, 2016 Granite State College Victor Montana Community Leadership Award and, the 2016 NH Police Standards & Training Council Commendation for Training and Public Service.

International Regional Director (2018-2021): Mark Sutton, Aston University

I am the Head of Security at Aston University appointed in January 2011. I have been a committed supporter of AUCSO since joining the sector and joined the Executive in 2012 after being elected Regional Chair of the Midlands area. I was then elected as the Chair of the Association in 2015 where I have represented the Association at a number of events and have been a speaker at the conference, as well as leading on Association awards. I have also had the privilege of speaking as the Chair of AUCSO at the IACLEA conference on two separate occasions, Nashville and Milwaukee. 

My university security career was preceded by a 31-year career in UK policing, serving in senior roles in a wide range of disciplines, including Criminal Investigation, Territorial Command, and Criminal Justice. He also had responsibility for the strategic roles in Welsh Policing for Investigative Interviewing and Doorstep Crime. 

I am also an active voluntary worker, assisting Torfaen and Monmouthshire Borough Councils ‘Back to Work’ programmes, and is a member of the Monmouthshire Borough Councils   Standards Committee.

As the outgoing Chair of AUCSO, I believe there are further opportunities to raise the profile of AUCSO through partnership working and collaboration, an example of which was the introduction of the new CCTV principles introduced by the Home Office, achieved through partnership working at Government level.

I have continued to raise the profile of AUCSO through UUK, Home Office, HEFCE and the National Police Chiefs Council, as well as IACLEA and other International associations.

 Over the past twelve months, our international membership for AUCSO has increased by nearly 70 institutions/members and we now have members from Australia, Singapore, New Zealand, Poland, Sweden, Qatar, South Africa and this figure includes 16 IACLEA institutions.

 I am committed to raising the profile of our Associations across the globe with an open door policy so that we become truly inclusive as a security network supporting and assisting each other.

I am a member of the Security Institute and a fellow of the Chartered Institute for Management.

Mid-Atlantic Regional Director (2018-2021): Patrick Ogden, University of Deleware: 

Chief Patrick Ogden is a thirty year veteran of Delaware law enforcement.  He was selected to lead the University of Delaware Police Department, as Chief on October 12, 2009.  The University community is comprised of over 21,000 students, as well as 4,000 faculty and staff.  The Department has an authorized strength of 50 police officers, 10 (911) dispatchers, 13 security officers, 4 administrative support employees, 50 part-time cadets, and 50 volunteer Emergency Medical Technicians, who operate the department’s Emergency Care Unit.  Over the past eight years, Chief Ogden developed and executed innovative crime reduction strategies and community policing initiatives that increased safety and welfare within the University community.  Utilizing a collaborative approach, he enhanced partnerships with the Newark Police Department, FBI Joint Terrorism Task Force, U.S. Marshal’s Service, and U.S. Drug Enforcement Administration.  In addition, Ogden established the first UDPD SWAT Team, Conflict Negotiation Team, Community Engagement Team, K-9 Unit, Motorcycle Unit, Community Resource Unit, Police Medic Unit, patrol rifle program, less lethal weapons initiative, body worn camera system, and social media platform.  These efforts resulted in a 65% decrease in Part I campus crime between 2010 and 2017.  Chief Ogden currently serves as Chair of the IACLEA Government Relations Committee and as 2nd Vice Chair for the Delaware Police Chief’s Council.    

The University of Delaware Police Department is accredited by the Commission on Accreditation for Law Enforcement Agencies, the International Association of Campus Law Enforcement Administrators and the Delaware Police Accreditation Commission.

Before his appointment at the University of Delaware, Chief Ogden served for 22 years with the Delaware State Police.  Ogden held various assignments while serving with the Division of State Police including: Officer in Charge of the New Castle County Criminal Investigative Unit, Troop Commander, Deputy Commander of the Special Investigations Unit, Task Force Officer with the United States Drug Enforcement Administration, Detective and Patrol Trooper.  He also spent 16 years assigned to the Special Operations Response Team.  Chief Ogden was recognized for many accomplishments throughout his state police career.  He received an Excellence in Government Service Award in 1999, a Superintendent’s Citation in 1997, an Exceptional Performance Award and a Superintendent’s Citation in 1995, was honored as Co-Trooper of the Year 1990 and received the Division’s Valor Award in 1989. 

Chief Ogden earned a Bachelor of Science degree from Wilmington College, attended the Northwestern University Traffic Institute School of Police Staff & Command, the United States Drug Enforcement Administration Drug Unit Commander’s Academy, the Federal Bureau of Investigation Law Enforcement Executive Development Seminar and the Police Executive Research Forum Senior Management Institute for Police. 

Chief Ogden is a lifelong Delaware resident, who resides in Wilmington with his wife Christine and their two daughters.  His father and two of his five brothers were also career law enforcement officers.

Mountain-Pacific Regional Director (2018-2021): John Ojeisekhoba, Biola University

Chief John Ojeisekhoba has served the Biola University Campus Safety Department since 2000 and has been the chief of the department for the last 9 years. Within that time, Chief Ojeisekhoba has sought to improve the department to the highest standard possible. He developed what he refers to as the Campus Safety Model, identifying three key areas to accomplish the department’s mission, vision and values; safety and crime prevention, customer-based services/image, and a robust emergency preparedness and response program. To achieve optimum results in these three areas, Chief Ojeisekhoba guided the department in building strong partnerships with twenty-four departments and areas across campus, bridging gaps and improving the relationship with the student body, collaborating with external agencies and campus safety departments, overseeing the development and growth of department personnel, elevating professionalism across the department, and strategically developing processes, systems, resources, and proven methods. Chief Ojeisekhoba has served as an adjunct faculty member at Biola University for over fifteen years and is a member of the President’s Advisory Council.

Chief Ojeisekhoba is a recipient of numerous awards which include Campus Safety Magazine’s Director of the Year Award, Reserve Police Officer of the Year Award, the Merit Award from the International Association of Campus Law Enforcement Administrators, the prestigious Hoffman Award from Biola University, a Special Recognition Award from the County of Los Angeles, a Special Achievement Award from Sheriff Jim McDonnell of the Los Angeles County Sheriff’s Department, a Special Achievement Award from the Biola University Board of Trustees, the Mayor of La Mirada Award, and the 2017 National Clery Compliance Officer Award from the National Association of Clery Compliance Professionals. Chief Ojeisekhoba currently serves as the chairman of the IACLEA Awards and Recognition Committee and as a trained IACLEA assessor.

He received a Master’s Degree in International Business from Biola University in 2000, and a Master’s Degree in Organizational Leadership in 2004.

Chief Ojeisekhoba serves as a sworn Reserve Police Officer in the city of Garden Grove, California, and as a co-chair of the City of La Mirada Disaster Steering Committee. In his spare time, Chief Ojeisekhoba conducts comprehensive assessments for campus public safety departments.
